حاكميت قانون در مازندران در حال فروپاشيدن است

مازندران، منطقه ای ریش مصری است که نشان دهنده حکومت دموکراتیک ایران است. در سال های اخیر این منطقه شاهد تحولات متعددی در زمینه保护 محیط زیست بوده است. اما با وجود پیگیری های زیاد در مقابل خلافکاران این منطقه هیچکس محاکمه و مجازات نشده است.

در یکی از مواردی، حر منصوری فعال و کنشگر محیط زیست مازندران به اتهام نشر اکاذیب به دلیل انتشار یک ویدیو تخریب جنگل موسوم به جنگل الیمالات به 7 ماه حبس تعزیری محکوم شد. ولی متخلفان “طرح گردشگری الیمالات” که در این جنگل جرم های متعدد محیط زیستی توسط پیمانکار صورت گرفته، هنوز محاکمه و مجازات نشده اند.

سازمان منابع طبیعی وآبخیزداری کشور نیز بارها اعلام و تایید کرد که در جنگل الیمالات جرم های متعدد محیط زیستی توسط پیمانکار صورت گرفته است. حتی مصطفی نوری مشاور حقوقی وقت این سازمان نیز گفت که «دستور فسخ قرارداد “طرح گردشگری الیمالات” را خطاب به سرپرست اداره کل منابع طبیعی وآبخیزداری مازندران-ساری، صادر کرده است.»

نوری همچنین تاکید کرد که «با توحه به تخلف های متعدد و علیرغم تذکرات و اخطارهایی که در نوروز 1403 نیز صورت گرفته بود دستور فسخ این قرارداد صادر شده است. قطعا هر قراردادی زمانی اعتبار و قابلیت اجرا و پیشبرد دارد که هر دو طرف، به تعهدا خود پایبند باشند و حالا که پیمانکار خلاف این تعهدات عمل کرده و با توجه به تخلف های متعدد صورت گرفته که از مصادیق فسخ قرارداد است، دستور فسخ این قرارداد که از سوی “سازمان آب منطقه ای” با پیمانکار بسته شده، صادر شده است.»

اما با اینهمه نه به جرایم و تخلفات مجری “طرح گردشگری الیمالات” که قطع درخت، جابه جایی خاک و نابودی هزاران نهال و درخت و درختچه بود رسیدگی شد و نه قراردادش فسخ شد.

جالب اینجاست که در همین حال، رییس دادگستری نور نیز از سمت خود برکنار شده است که هنوز علت این ماجرا و ارتباظش با ماجرای الیمالات مشخص نیست.

سوال اینجاست که چرا حاکمیت قانون در مازندران در حال فروپاشيدن است؟ چرا در این منطقه کوچک در ایران، قانون هیچوقت به اجرا در نمی آید؟
